I have the honour to acknowledge the
receipt of your secret despatch of the 17th
March on the possibility of exerting economic
pressure on the Nationalist Government. The
Report of the Trade and Blockade Advisory Com-
mittee has been most carefully examined by the
Hong Kong General Defence Committee and a memo-
randum of that Committee's views, in which the
Attorney General and the Secretary for Chinese
Affairs concur, is forwarded herewith.
